A (more) Aboriginal Australia

As of 2011, the Aboriginal population is 575,552, which is 2.6% of the total Australian population.

What historical changes need to happen, taking 1788 as the departure point, for Aboriginal and Torres Strait Islander demographics to shift to at the very least 15% of Australia in 2012?
 
Australia being controlled by the French might do it. If their New France colony is any indication a French Australia would be much more sparsely populated. Plus the French didn't have the population pressure of most other European countries-their birthrate was low enough in the 19th century that they were bringing in immigrants from Eastern Europe.Even in their Algerian colony many of colonists were Italian.

Though then again the French might just settle Australia with Italians and other Europeans instead. But even if they do they might do it more slowly since they'll be wanting to assimilate them into French-ness.
