It takes a lot of electoral trickery to elect a vice president, since electors are not allowed to vote for both a president and a vice president from the same state as themselves. They manage, because it's very important to have someone to break tie votes between their two senators. The Supreme Court spends most of its time adjudicating between the responsibilities of the state and federal governments. There was some dispute over whether the House of Representatives should have 435 members or 36. A careful read of the Reapportionment Act of 1929 showed that it didn't specify 435, it specified that the "existing number of representatives" is maintained at every census. Since most of the Congress left at the time of the "secession", they reasoned that reduced the size of Congress, and it will stay at 36 for all censues after. That suited the advocates of small government.
All this is brilliant! But I seem to recall the United State originally being Nevada, and there being aliens with names like Cody and Madison.The world map consisted of the Not Quite World State, the United State of America, India-Pakistan (who merged because they were that angry at the World State), and several Holy Sees on earth and in space. I was going to have the bumbling main character start confiding in a mysterious yet hyper-competent character with a certain slow drawl, and a love of hyperbole, brisket, and down-home metaphors.
