With the National Soccer League dead and buried, a new league was going to be formed from the ashes with one team to come from each city in Sydney, Melbourne, Perth, Adelaide, Newcastle and Brisbane with two extra spots to come from any of the bids that came. By June 2004, 20 bids had come from all around Australia with the main areas being in the five major cities, but there were two bids that came from outside of the centres with Tasmania and Darwin attempting to book a spot.
In January of 2005, the eight teams were revealed with Adelaide United, Melbourne Victory, Newcastle Jets, Perth Glory, Brisbane Roar, South Melbourne, Sydney FC and Wollongong Wolves making up the eight-team league. New Zealand who did compete in the National Soccer League between 1999 and 2004 was snubbed a spot with Frank Lowy saying that they would rather have an Australian competition and not having a New Zealand team in the league. This was helped with the move of the nation to the AFC after being in the OFC since 1978.
