I suppose this is an IOTL question given the title was used historically, but wouldn't the HRE be unhappy/uneasy with the Spanish claiming an imperial title?
There could also be a double marriage where Eleanor's family gets Burgundy/Arles which Provence belongs.

I don’t think it matters much as long as they don’t claim to be the Western Roman Empire or anything like that. Right now the Holy Roman Empire is dealing with the the Welfs and Hohenstaufen’s competing for the HRE throne

Well as it concerns the County of Burgundy...

Emperor Alfonso’s father, Raymond, was the third son of the Count of Burgundy.

His eldest brother died in the Crusades without issue and his second eldest brother then became Count before passing it on to his son who would go on to die with only a daughter who is now betrothed to Fernandu, Eleanor’s second son.

So the territory is slowly coming into her family’s possession.
