Wilhelm II isn't as emotional so he forms an alliance with the UK and Russia. Eventually the Russian Empire collapsed into civil war and Nicholas II is assassinated and Wilhelm proposes that he be crowned Tsar of Russia to form a Russo-German personal union, which the Duma accepts. Eventually Russia and Germany are so politically, economically, and socially close that their governments decide that their better off united and form the Russo-German Empire in 1937. The nation remains a dual monarchy like Austria-Hungary for a few years, however, with the death of Emperor Wilhelm I (OTL Wilhelm II) and the coronation of his son the Empire is reformed into a federal constitutional monarchy. Today it is the global superpower trying to compete with what remains of the Synditern, especially the Confederated Socialist Republics of America (the CSA's ultra-bureaucratic successor).
