I had always been aware that the course of naval events during the Prussian wars with Denmark had a contribution to the need for a large German navy - which was supported by both Wilhelm I and Crown Prince Frederick - but I was not aware of how extensively Prussian naval inactivity during the Franco-Prussian War played an immense part.
The great problem in the 1870s-1890s or so is that there is no indication which way naval strategy will go. The Jeune Ecole is making its presence felt and is adopted by many navies, including Germany, as an inexpensive means to build a navy which naval technology is in such rapid flux of change.
