No, they are more or less treated as OTL, there are very few thing they can reform, so its highly taxed, but so are Denmark and the German possessions. Mostly it's used as recruitment for the navy and marine corps. If the Danish state get some more money we will see a effect with the expanding of the navy, but right now little have changed for the average Norwegian.
Actually it wasn't as highly taxed as Denmark; the highest taxes were levied in the Kingdom - Denmark and the duchies. Here were the instruments of power the army right at hand!
Yes but the primary reason for that, was because the Norwegian was selfowners, while in Denmark and the duchies the Herremænds (Lords) collected the taxes for the state from their tenants and serfs (in Holstein). In Norway on the other hand the tax was usual raised through tariffs and the hated cereal tax, which curced the Norwegians to starvation in poor years.
