While the Regular Army was roughly 28,000 men, militia of the States numbered some 410,000.

Since State Militias could not operate outside of US Borders, they had to Volunteer for Service in Cuba, and couldn't use State gear, not that there was much of it.
A little extra money would increase the rates of volunteers

The decision was made to enact a draft to raise troops to fight the Germans. Meanwhile at the Bureau of Ships, an easily and quickly constructed cruiser design was being worked on. The emergency cruiser would have a top speed of no less than 22 knots, no less than 10 guns of no less than six inches, but no more than eight. It would have a displacement of 7,500 tons and two torpedo tubes. Designs were being worked on separately, and the winner would be put into production immediately.
 
Even if it has a bad start for the us, long term it can only end one way. The question is will the public accept having new colonies filled with Africans?

The French will be extatic :D

Charleston, South Carolina

1300 Hours

Answering the call to arms, three of the five Lempesi brothers enlist in the navy, the other two the Marine Corps. The situation is similar all over the United States, with men of service age signing up for the armed forces. Those who don't are conscripted to fight in the Army.
