The decision was made to enact a draft to raise troops to fight the Germans. Meanwhile at the Bureau of Ships, an easily and quickly constructed cruiser design was being worked on. The emergency cruiser would have a top speed of no less than 22 knots, no less than 10 guns of no less than six inches, but no more than eight. It would have a displacement of 7,500 tons and two torpedo tubes. Designs were being worked on separately, and the winner would be put into production immediately.
