The French and British actually had good tanks in 1940. The problem being was that they didn't know how to use them. In the pre war years the French actually invested alot in their army and in terms of equipment the French and Germans were evenly matched in 1940 and the French in particular had a lot of tanks with better armor and firepower. Granted some were slow lumbering beasts like the DCRs but the char b1 was more than a match to stand toe to toe with German armor, while the Somua S35 medium tank proved very effective when engaged in battle, but poor strategic usage negated the overall effectiveness of French armor. French artlillery was more than a match for the Germans if not a little better. What would it take for a forward thinking armored officer like Guderian to clean house in the French army in the pre-war years so that by 1940 France and then England develops a similar armored and combined arms doctrine that the Germans developed? Basically turn 1940 into another stalemate Marne style.
