Just like it sounds:

Many nations often hired Foreign Officers to command their armies in war, especially those with poor native armies and little high level talent in their officer corps.

For example, Portugal was notorious in the 18th and 19th centuries for always seeking out and hiring an experienced foreign General to try to put their armies in order. Examples were Count Lippe in the 7 Years War, Waldeck and Von Goltz later, General Joau Heinrich Bohm was put in charge of the Brazilian Colonial Army in the 1770's, there were many Prussians in command for decades after that.

Smaller nations like Denmark also frequently were commanded by foreign mercenaries.

What if America had done the same, rather than entrust 20,000 men to a Virginia Colonel?

Who would be the options in this day and age?

Assuming no Charles Lee or Thomas Conway or the assorted untrained French aristocrats that showed up in Philadelphia demanding to command the American army.

Points for Generals from neutral nations like German States, Russia, Austria, etc.
