Not special one but I think it would be after Spring of Peoples, after rebirth Commonwealth (PLC survives to Napoleonic era and then in congres of Vienna is restored) and Hungary trops intervention in Hapbsbur empire.

The change has to do with a dubious border dispute, IIRC. Either that, or a founding state not represented on the earlier flag....

Also note that the white horse now faces left, where before it faced right. Very subtle.
