A fascist revanchist France

An alternate history cliche is that after Germany is victorious in WWI France goes fascist and fills the role Nazi Germany did OTL and starts another war, just like OTL WWII.

Personaly I have my doubts about that scenario. France was OTL completely unable to defeat Germany on its own in WWI. It needed Britain, Russia, Italy and several others to defeat Germany (although to be fair, Germany wasn't alone either). I don't think a deafeated, weakened France would be able to defeat a stronger, victorious Germany. Even if Germany would be lenient and only took some small border corrections near Alsace-Lorraine and France only lost a couple of colonies. In short, France already needs to be stronger before losing WWI to be an actual thread for Germany (and the rest of Europe) in an ATL WWII.

So my question is, how strong does France needs to be for this scenario to happen?:
In WWI France goes to war with Germany* and loses, France goes fascist and attacks Germany again in WWII, manages to (nearly) defeats Germany, but gets defeated in the end.

You possibly (probably?) need an POD before 1900, but I'll ask the question here, because it involves the 20th century more than the 19th century.

*other countries would be involved, of course.
