At risk of sounding rude, I really can't parse this. "Using numerical superiority and technology to suffer setbacks and unrest" makes it unclear who is experiencing setbacks and unrest.

What is the situation in Mexico and the Caribbean between the Confederacy and Union?
Mexico is currently a presidential republic since its abolition of the monarchy but it's aligned to the GSSO, same goes for some Caribbean countries (except the Dominican Republic). During Walker's dictatorship period, Santo Domingo is a vital and close ally to Rome where Scorza would not only extend their influence but threaten the United States during the height of the Frozen War.

Before I will explain anything, Mexico was a constitutional monarchy and aligned with France during the civil war between the Monarchists and the Republicans, but without American involvement with the French giving a free hand to gain a foothold in the continent. Possibly, no Panama Canal was built by the Americans, maybe by the French or the British with investment and backing support to Colombia.

In economic terms also, Baja has already fallen behind following the end of Walker's dictatorship. Fortunately, California's economic output is different than the OTL where major firms would offshore their operations by building the factories in San Diego as well as the adjacent shipping lanes, and additionally, tourism would provide the neighboring state in the C.S.A., a big boost.

Actually a problem with that is Long Beach and Alameda, are not just on ternational shipping hubs but rail hubs. Second, you have the largest communications hubs in Silicon Valley and Los Angeles.

Another problem is that the CSA would always be a human rights disaster. Just consider that Texas, Florida, Alabama and Mississippi, and the fact no amount of advertising will convince people of color or LGBTQ that they won't see Third World poverty, lynchings, racism and gun violence, at levels unseen in the Western world...
 
Here is a major problem. All of the Mexican and Southwestern territories of the CSA are Spanish-speaking, Hispanic, Roman Catholic, and distinctly anti-slavery. The French in Mexico, and the United States in the north would certainly launch insurrection and back insurgents in the region. Second, what is preventing them from seceding from the CSA? Texas and the various Native American groups are certainly not interested in the policies of the CSA.

Also the CSA is going to be a mess starting in the 1920s/1930s, since the pseudo-libertarian ethos of the CSA was opposed to state and federal highways, much less providing electricity, flood protection, and clean drinking water. Without these items the CSA is a Third World and non-industrialized mess, relying on slavery to prop its economy..
 
Something to flag that should flag the sectarian violence of the Cristeros War in Mexico, where the Roman Catholic Church clashed with the Mexican government, and the KKK came from the United States to support the crackdown..

The United States was originally comprised of thirteen colonies on the Eastern Seaboard that led its eight-year independence war, known as the American Revolutionary War against the United Kingdom of Great Britain over settler rights and anger over the taxation, stemming from numerous tax-related laws on the colonies and influences from the Age of Enlightenment which led to concepts such as the Bill of Rights and the Constitution as well as the concept of "free men" has influenced the American democracy for over 277 years from independence war but it was changed over the centuries as industrialization, expansion, immigration, and rising ideas has shaped the redefining image and forms of the American democracy.

As the United States has colonies on Luna, Mars, and Venus, they became the first country on Earth/Terra to land a human being on the Lunar and Martian surface, the country became dependent on the space economy which is more vital in revitalizing not just the American economy itself, but the world economy as a whole. Americans who had built colonies on the Earth-like Mars have led to an exponential wave of immigration, population explosion, and resource extraction that cost their indigenous inhabitants, culture, society, and its natural beauty, same on Venus.

The United States is what the Spanish did in the 16th to 18th centuries while the Soviet Union and Europe are what the Portuguese did in the 16th to 19th centuries the Age of Exploration has been expanding beyond humanity's home while Japan is taking their role as possibly France of the 17th-19th centuries.

How is it that Australia is divided, yet Ireland remains under control of Great Britain?

How is Korea unified, yet Manchuria is apparently under Japanese control, despite being significantly closer?

How is Florida, Alabama, Mississippi, and Louisiana remaining independent, especially withTexas separate from the Southern states?
