Version 2.0 of my previous post

I'm developing an alternative story about Mexico with a POD between 1890-1910 and I wanted to make it different in some aspects.

So these would be my changes:
* The Executive Branch will be divided into two positions:
** The President would be elected by election every six years with no possibility of re-election**
** The Prime Minister* would be elected by election every four years and his election would coincide with the legislative election. He or she may also be re-elected for at least one other term.

Other changes are:
* The Cabinet will be composed of members who will be appointed by the President or the Prime Minister* in accordance with their functions set out in the constitution.
** The President may appoint the secretaries of the Department of State, Defense, Navy, and other departments established by the constitution, in addition to intelligence officers, security agencies, and ambassadors.
** The Prime Minister* may nominate other members of the Cabinet who are not appointed by the President.
* In the absence of the President, the Prime Minister shall have the obligation to take over the head of state, being appointed Interim President until the appointment of Congress for a replacement or the calling of new elections.
* In the absence of the Prime Minister, the Secretary of State shall assume the position of Head of Government***.

* Every two years, one-third of the Senate and one-half of the House of Representatives will be renewed.
* The judges of the Supreme Court of Mexico will last a maximum of 15 years without the possibility of "re-election".
* Not yet defined, it will probably be a bipartisan or quadripartisan system.

As you can see, the President's term of office lasts six years and the Prime Minister's term of office lasts four years. But I want more opinions on these questions.

* What advantages and disadvantages do the different terms of office of the President and the Prime Minister have, or do you have some other proposal that solves them?
* What do you think about the proposed renewals of Congress?
* In the case of judges, is it adequate that they last a maximum of 15 years?
* Any extra comments?

Notes:
* No decision has yet been made as to whether or not this position will be called.
** Not defined whether or not there will be reelection
*** Without defining whether it will be the Secretary of State or the Speaker of the House of Representatives.
