A different post war Germany

During WW2 there were some pretty nasty plans floating about as to what to do with Germany after the war.
IOTL the east/west partition and the huge losses in the east though harsh wasn't the worst it could have been.
What if- another option was taken?

The original Morgenthau Plan was rather odd. A north Germany/south Germany/west Germany split. With the only losses in the east being East Prussia and Upper Silesia but also with the Saar (and more) going straight to France rather than just in a weird protectorate state.
The west Germany seems particularly odd, as a international zone. I doubt its long term feasability and it seems likely it will one day join North Germany to me but...interesting anyway.

On top of this we then have the various Dutch plans for annexing some neighbouring land. Lets assume here that the biggest of them is agreed.

So lets assume all the big OTL objections to these plans (they were afterall not very good) are done away with and they actually pass through roughly as in the map (very roughly- I was trying to copy individual maps of the plans from wiki...poorly)

What would be the long term developments from such a situation?

Note: The map is one of the current day OTL with the borders from the plans very roughly marked on it. So no pointing out 'how did the USSR suddenly disolve?' please.
