A Different Nazi Europe?

I got to thinking. Most 'Nazi Europe' scenarios involve Germany invading or otherwise dominating the rest of Europe, and placing Nazi-aligned puppet governments wherever they don't just outright annex. Instead, how could one get national-socialist, or even just nationalist governments elected/installed in most of Europe? Holland, Belgium, ect?
 
Romania, Croatia, Slovakia, and a number of other governments were highly nationalist governments supported by the Nazis. The situation is a little more problematic in the countries whom directly fought the Nazis. A bit hard to be fanatically proud of your nation while cooperating with the country that just smash it to the ground.
 
There's a very interesting video on Youtube of Dutch fascists drilling in the late 1930s. I think history tends to play down such movements, but for a short while they had historical viability

The problem with that is that those organisations had very little support. The NSB in the Netherlands for example had less than 10% of the votes at best.
