A different "Manila Galleons"

What if the Spanish weren't able to get Luzon because the rulers there don't want to cede/give/sell to the Spanish their land in exchange for privileges offered by the Spanish as what happened in OTL due to the Muslim Bolkiahs and Bruneian Aristocracy gaining dominance in Luzon in conflict with the Pagan Peasantry which was due to the their inheriting the Lands of the Tondo Dynasty, what if the Tondo Dynasty survived and remained their dominance in Luzon, centralizing and strengthening their control in it and kept it Backwater, where would the Spanish establish their galleon trade if that was the case, since Sulu is unconquerable as well is it possible for them to get either Formosa or Cebu as their center of their Galleon trade.
 
Formosa would be too far; Cebu, or better yet, Mindanao will serve the Spanish just as well. All they really need is a waypoint between China and Acapulco, after all.
 
Guam is a nice waypoint, and the Spanish by now have already been informed of them.

True, but Mindanao and OTL Luzon also offer a large surrounding area with plentiful resources, like timber for repairing/replacing the galleons. (Also large numbers of potentially hostile natives, but the Spanish may be able to cope with them.)

While it might appear to be squarely in their path on a map, the great circle route which is the shortest path and the one they actually took takes them considerably south of Hawaii. It is curious that in over one hundred fifty years of sailing by it they never took an interest in Hawaii; surely they knew about it?
