Well, in the end as a matter of fact, I'm not arguing that the UAR is necssarily going to hold itself together for all ages.
As for Egypt, there are still plenty of other Free Officers...in fact it's probably Muhammad Naguib that takes over and unlike OTL, stays in power for a time. He would either become similar to Nasser and issue a crackdown or he doesn't and gets overthrown by the Muslim Brotherhood. The latter would not join the Ba'athist in the UAR.

If Great Society doesn't turn sour because of the Vietnam War, you can start with them, then build up to UHC slightly later. There are historians that argue that had not Watergate happened, Nixon would have implemented it.
Modern day conservatives really got started during the Goldwater (where Reagan also got started) campaign which itself was a reaction over the growing power of the state. Even with no Vietnam, like you said there would still be the counter-culture/environmentalist/anti-war groups who would energize conservatives. They're just as inevitable as the hippies.
Goldwater may have been the first seed, but seeds are going to wither without favorable conditions. The Vietnam War was pivotal into making the counter-culture and desgregation movements turn much more to the far left than it would have been otherwise. No VW, no anti-war groups, by the way. Such radicalization, and the partial failure of the Great Society, which was laso largely caused by the war, were crucial into energizing the conservatives into being a huge political force. A more moderate and peaceful counterculture, desgregation, and feminist movement is going to cause rather less concern among the conservative-leaning moderates, and give them less reason to seek refuge in the arms of the Reaganite radicals. And a more successful Great Society can make southern Blacks and poor whites more affluent, and hence more of a political counterbalance to the Bible-thumpers. In these conditions, the Reaganite revolution may just swell for a while, then abort, just as it happened to other US political movements (ask the Populists, or the Socialists). Their conquest of the GOP was not written in the stars by social forces like the coming of the youth as a separate culture or feminism.
