A Constructionwank world

It was a ways back, but trans-continental rail could defintely have been built eariler in the US. Routes were being planned in the early/mid 1850s. The dispute was side-lined beacuse no-one could agree on the route (northern, southern, etc.). Jefferson Davis' most notable accomplishment before becoming POTCS was to preside over the commision that surveyed the routes under Pierce or Buchanan. All we need is to change the nature of the slavery debate.
