I use Photoshop. I used to use Paint, but I find Photoshop really speeds things up when you get a feel for it. Also, Paint can't Undo as much as Photoshop, and I use Undo very liberally

Oh, that reminds me:I modified one of Sander's maps, taking out the sub-subdivisions and recolouring so there is no distinction between internal and interstate borders...thought it might be useful for Feudal Lands-type scenarios...
Yawn.. any yahoo can make map with states and provinces. If you make a world map with the US counties on it, then I'll be impressed

In regard for stars outside the arms, I don't think they have any nice names, but something along the lines of weird catalogue names.
