A Better Grant Cabinet?

Ulysses Grant's cabinet was known for corruption. He refused to consult with Senators on picking his Cabinet members and picked friends he thought (wrongly) he could trust. What if he hadn't? Who would be better choices for his cabinet, so he escapes his reputation as a corrupt president?

He would go down in history as one of the best presidents in the history of the nation. Without the corruption scandals he's far more capable of enacting things he wants.

Maybe off topic but what things did he have in mind but didn't accomplish due to corruption?

Well, the annexation of Santo Domingo was at least partly defeated by Charles Sumner's vocal opposition to it. Sumner was also very opposed to Grant's corruption. Without corruption, or if he consulted with Sumner about cabinet picks as he didn't do in OTL, Sumner may stay quiet. The Dominican Republic would be annexed, which has a host of butterflies in and of itself.
