In Chris' scenario, Bush would fail at winning a second term. No way the UK would try to 'become a state'... worst case scenario: they might leave the European Union and become more close to the US, but they'd still be independent. As for the use of nukes, well, maybe tactical nukes right after 9/11, but pretty soon the public is going to get pissed off that the United States is using WMDs against the WMD-holding terrorists.

Russia absorbing Kazakhstan? Not in that short timespan. Bush compromising with the PRC over Taiwan? No way. Protectorates over the Middle East? The US can't handle that even with a draft. In any case, the terror would only last until Kerry or some other super-Democrat gets elected and by 2005 the government begins pushing for an end to all of the radical overreactions.

They are truly our friends, Putin has a big mouth, but is not the Stalianist type he is portrayed as.
 
I think OBL was hoping that 9/11 would provoke pogroms against Muslim citizens in the US and a ludicrously over-the-top response in the Middle East--things like nuking Mecca.

If the US overreacted, OBL might gain huge numbers of recruits and topple friendly governments and instead of playing Air Force and Special Forces whack-a-mole, we'd have a full-scale conventional war on our hands.

Problem is as soon as the USA uses nukes to respond to terrorist attacks using 'conventional' weapons, all international support for the USA dries up-no 'coalition of the willing', no outraged Blair making speechs of support, no QE2 insisting the USA anthem be played at Buck House.

The USA finds itself alone, without support and to be frank might even find public support in pro-American countries turning against them.
