No. I spent hours checking because it didn't make sense to me either. However, Democrats actually outnumber Republicans in Kentucky by a 5 point margin. 36-30 is the equivalent of about a 56-44 election. The incumbent Dem governor won in 2019, and before c. 2011 Democratic Governors were more common. The reason I think so many of these democrats don't vote blue or stay home is because of national politics. I figured if the people are more localized they stand better chances.
