5 States of Texas

So Texas can legally divide itself into 5 states without the permission of congress. What if in the early 1900's (lets say 1915) Texas divided itself into these 5 states. View attachment 407340
How does this affect American politics and culture onward? Does civil rights still pass with more Southern Democratic senators? Are there any alternate presidents as a result?

Brown= Texlahoma, Purple= North Texas, Gold= East Texas, Green=South Texas, Grey= West Texas

I was thinking it would be more plausible for Rick Perry to split Texas into 5 states to try to stop the ARRA in 2009.

Edit: I now see you are referring to a 2009 one. Still this is a WI for the 20th century
