That's because high explosive does funny things as it ages. Sometimes it becomes highly unstable and will explode at the slightest disturbance. Other times, it goes damn near intert. EOD gets called because there's really no way of knowing what the explosive in that particular bomb decided to do.
 
Let's say this: I suggest you study the highest and most compact explosives. 22 years isn't enough to degrade them. C-4, et al are not black powder or gun cotton, or TNT.

What I'm more concerned about is the wiring and switches. Perfect seals: aren't.

Pretty much this. Whatever Osama could afford to pay, the Brits, Americans, or Russians could afford to pay five to ten times as much. Or if they're feeling particularly cheap, simply express interest in buying, get a time and place, and make sure their top SF unit is waiting for the seller.

And the recipient has no place to hide. There is a club of nations that will eliminate the trangressor once the threat is gone

As for London itself?

Casualties wouldn't be too massive - about 10k according to the site, and the damage proportional to the city size itself also rather tiny

Hard for me to accept 10k+ dead and nearly 30k+ wounded as not 'too massive'. That's five times as many deaths as 9-11. It's twice the number of coalition deaths in the Iraq War.

It is a small percentage of the population of London. It is a massive number of deaths.

In 2016, about 225 people died in London per day. Typically, less than 10 of these were due to non-natural causes, and most of those due to causes other than violence. This is 1000 times more non-natural deaths in that day. Massive.
