How does the Immigration reform passed in 2003 TTL fail?W. I don't see what would make enough Bush voters flip in 2004. No War on Terror and it's a boring election. W is remembered as a disaster but it's because of Katrina, the economic meltdown, and missteps like the failed immigration reform and the Miers nomination. All of that happened in his second term.

There'd be no need for it with the 2003 reform (if any immigration reform is passed in a second term, it'd be different than OTL) and the Democrats will most likely still control one or both houses of congress from 2005-2007 at least, so they could work with Bush to pass it.
