What was the nature of Rhomaion's relationship with the states of the western balkans; Serbia,Bosnia, the general area of the balkans next to the Adriatic?
I ask this because those areas are shown to be controlled in maps of the 10th century but I have no idea how direct that control was or if it was a de jure state of control.

Does anyone have a good source for persian armies after the before the Seljuks but before the Sassanids?
 
You mean specifically in the 10th century?

Serbia was a de facto independent vassal of the Rhoman Emperor (most of the time). Bosnia was divided between Serbia and Croatia.

I'm guessing the same thing could be said of Croatia being a defacto vassal, right? Also, how did imperial control become so loose?
 
Don't know for certain since its not exactly my sphere of interest, but I'd guess that between issues with the bulgarians (which kept raiding ERE semi-regularily up until Basil II conquered them in early 11th century) and eternal skirmishes with the Muslims to the south and east, and a bit of keeping the steppe nomads pushing to hard on their allies in Caucasus. ERE didn't have the focus to keep an eye on them further than if they paid their tribute
