What if the Carthaginians won the first Punic war ending in the sacking of Rome. Would the Carthaginians have expanded to the same extent as Rome would OTL.

The POD is that Rome just stayed with normal ship tactics and didn't use the Corvus [Spiked bridge to allow roman troops to be used in battle in proper formation].
Then the experienced Carthaginian navy routed the Roman Navy in battle and kept control of the sea. They raided the roman coast and stopped the romans from resupplying their armies.

They landed and destroyed Rome thought they took considerable casualties against the Roman legions. They slowly then took the rest of the Roman territory.

Is this scenario ASB

I'd say the sacking of Rome is ASB. Carthage winning the war with that POD certainly isn't ASB though.

There would still be the problem of how does Carthage win the land war on Sicily. Rome got their fleet destroyed in storms just about every time they sailed it out, but kept on rebuilding a fleet. Rome knew they had to beat the Carthaginians at their own game, at sea, to win the war. Carthage however, was unwilling to adjust their land tactics as Rome did at sea, to beat the Romans at their own game.

So basically, have Carthage put far more emphasis and effort into the war on land. Maybe have Hamilcar not arrive on Sicily in a completely hopeless situation.
