With a POD no later than 1990 and no earlier than 1980, what would it take for

A. The U.S. to use a $1 coin as the standard one dollar currency piece, and discontinue the $1 bill.

or

B. The U.S. to use a $1 coin as the standard one dollar currency piece, and discontinue the $1 bill + popularization of the $2 bill as the lowest denomination US bill.

The coin needs to be bigger than a quarter, thicker than a half-dollar, and have a different edge feel from either.
 
All they have to do is to cease production of the $1 bill. No matter what shape or size the coin is, as long as the familiar bill remains in circulation, people won't switch and will treat the coins as novelty items.
