1992 Venezuelan civil war

In November 1992, elements of the Venezuelan armed forces loyal to the then imprisoned Hugo Chavez, particularly the air force, attempted a coup against the government. Rebels seized control of a Caracas TV station as well as some military bases and installations. Rebel jets and helicopters bombed the Presidential Palace and army bases in the capital and engaged in dogfights with loyalist aircraft.

Eventually the coup was put down due to the President escaping the palace and broadcasting to the nation that the coup was being defeated. Eventually the coup plotters fled into exile during a government counter attack.

So how could this coup have escalated into a civil war? any plausible scenarios ?
 
Chavez dying under "protective custody" or being "shot while attempting escape" would provide the rebels with a bloody shirt par excellence and might also touch off rioting/strikes. In a nutshell, have the Venezuelan government overreact.
