The dispute between Iraq and Kuwait, which Saddam used as an excuse to occupy the entire country IOTL, revolved around the Rumaila oil field (which straddles the border of Iraq and Kuwait). In the leadup to the Iraqi attack, American intelligence thought that any raqi attack on Kuwait would be limited to seizing control of the Kuwaiti portion of the oil field, and perhaps the Kuwaiti islands (Warbah Island and Bubiyan Island) that hindered easy Iraqi access to the Persian Gulf.

WI Saddam had been a little less greedy and merely sent his forces to seize the Rumaila oil field and the Kuwaiti islands? While I can easily imagine a UN resolution condemning the action, I can't really see much else.
