Let's have a scenario like Fatherland or the anglo american nazi war in which Germany wins the war in the east and keep a ceasefire with the west

now let's jump this scenario to the early 1980s, how is the situation in europe (especially the reich) and the allies?

by this point the generalplan ost is completed, so the German economy run out of steam, and they have either to adopt a new economic system, or invade someplace to grab even more people to their hellish machine

And how is technology in this timeline? And the situation of the Rump soviet union? (this if there is still a soviet union, or a Russian sucessor state controlling siberia and central asia)

A lot depends on how and why the cease-fire occurred. In the Anglo-American Nazi War it was only a long pause while the Allies prepared for an inevitable invasion of Europe. Assuming the Casablanca Conference still occurs there's still the problem of the Allies accepting nothing but unconditional surrender. So, what might change the attitudes of the Allies to this?

I agree with Calbear's assessment regarding the Soviet Union. The U.S.S.R. is by this time a "rump" state that essentially pays reparations yearly to the Reich.

You have hit the nail on the head unfortunately. The Nazi created military juggernaut needed conquest to sustain it. Once there was none it would run out of steam. That means at some point the Germans would have to consider invading the UK before the 80's. They might also try for the oil fields in Persia/Iran and head west to join their Japanese allies if they can take India.

The big question is could the German economy last into the 1980's to maintain the huge armies the Germans needed?
 
One of important question is what after Hitler. His successor has somehow gain and secure his power. Years after Hitler's death would be pretty messy speciality if Himmler and Göring are still on stage.

While the Nazi's were nuts I think Mutually Assured Destruction would apply to even them. Britain could build the Bomb before the Nazi's could build a Navy and while Hitler was crazy even he wouldn't risk seeing Germania nuked into oblivion.

That assumes of course Germany doesn't have the bomb or some like powerful WMD at this point. The question then becomes would the Allies trade London for Nuremburg?

How does Japan even still exist at this point as a German ally at all? Ceasefire with Germany does not necessarily cause a ceasefire with Japan.

Would Britain which had a considerably more advanced nuclear program than Germany in the form of Tube Alloys use Nukes in self defense by for example taking out an invasion fleet? Absolutely. Would Britain build a SSBN second strike capability so in the event of a Nazi first strike it could turn Germany to Ash? Definitely. Would it launch a nuclear attack if there was a risk of a nuclear counter attack from Germany? Almost certainly not.
