1980s Democratic Revolution... but without Watergate: How does it go?

So, how would a version of the 1980s Democratic revolution ATL look in a world where the GOPer losing is the successor of a clean* Nixon?. Here is my initial thoughts on the subject, posting these bits in a new thread to avoid bumping too old of a thread

The 6 years of changes would include likely followups from a Nixon not hounded out of office*, Nixon's successor who depending on your opinions is Ford/Bush/Dole/Conally/some other moderate or moderate-friendly rep I missed. This successor has a rough term and loses to Carey, Askew or Jackson in a landslide in 1980 due to the problems coming from being POTUS in the late 1970s*. How do things go in this variant where the GOP isn't run by the movement cons? What are the biggest points of difference between this world and the original 1980s Democratic revolution?

* Well, at least not busted during his terms. Information on it slowly leaks out in the 80s to 2000ish.
* CHIP being a thing meaning the US has(lower half of OECD in quality, higher half in costs) universal healthcare, an unconditional basic income, a Korea-type armistice in Vietnam.
* Besides all of OTL's issues the unlucky republican gets to be the one whose POTUS while the justice department starts going after church schools. The christian right aren't exactly all that happy with him for this, of course.
