Seems Kennedy first choice (well, he aparently just followed his dad advices) as secretary of defence in 1961 was Robert A. Lovett, which refused and was replaced by McNamara.
Well we all know that McNamara actions were rather controversial, I think about the F-111B, DynaSoar cancellation, and others goofs.
On the other hand seems Lovett performed rather well as secretary of defence around 1952.
