What if India and Portugal tried a lot harder than they did IOTL to come to an agreement on Goa, and allow Kennedy to mediate as he offered? Might Operation Vijay be cancelled or postponed?
The Portuguese government's position at an international meeting was that if they could not hold on to the Portuguese enclaves then they wanted them to become an independent country. India was adamant that they be integrated within India.
In 1958 India had blockaded the landlocked portions of Damao and the United Nations stipulated that India had the right to do so but Portugal had the right to administer them. But how to do administer them if you cannot access them by air or land?
I believe the Portuguese knew their time in India was up but they wanted to create a seperate country for them.
India was adamant and knew it had the capabilites to take them, the only reason China never took Macau was because it wanted the bigger pie "Hong Kong" that was why they refused the hand over in 1975 afraid that once the people of Hong Kong saw how CHina changed Macau they would want nothing with the return to China.
I wish that the Honk Kong/Macau model could of been used in Portuguese India's case, maybe if France had refused to return Pondichery and had the means to refuse them, India would of had a different stance towards Portugal.

Yes, but nobody isn't stupid, they all know that it will happen, it only enable's for Portugal to save face somewhat.

Also, evreything would be democraticly made, Government and people of Goa, Daman and Diu would ask that India let them into a Union and that's the end...
Your scenario didn't involve any plebiscites, Acts of Union, etc. As written, it was "India rolls in."
