A few days I saw a movie about the Dreyfus affair and it creeped me out. Seeing how his uniform was ripped to pieces, his saber broken, I asked myself:

How would the world look like if this would be done not only to officers but states? I wrote this short Piece of fiction for Germany but how would it Play out if Japan would be subject to the same Treatment? Maybe even Italy (but a shorter time, just say: Italy for 20 years and Germany and Japan for a lot longer)
Which POD would be needed?
How Long could it be done before this casting out had to be reversed?
Would the Cold War be warmer if the two superpowers had a reduced area of contact?
How would they protect themselves against a possible Aggression by the cast out countries?
How would the cast out countries develop? Would they be able to reach the technological Standard of the 1960 or less?
Would the US land on the moon if all german rocket scientists stay in Germany?

Please remember that this is just an idea and not something planned, researched and counterchecked. (I do not know if 20 railroadlines would be enough or 100, I just took the number 20.)

"I cast thee out."

January, 1st, 1946

Grand Admiral Doenitz with Field Marshals Jodel and Keitel and their aides entered the buildings where the Potsdam conference had taken place. He had been arrested in the middle of 1945 and except for some information nothing had been told to him.

The guards they passed were drawn from all the four allied powers but showed no reaction to the german officers as they were escorted .

They approached the main hall and the doors were opened and they marched into the presence of a great number of Generals, Fieldmarshals, Admirals. Doenitz thought that the entire command level of the allied powers Europe were in this room.

One long desk stood before them and behind it were seated: (from left to right) General Jean de Tassigny, General Dwight D. Eisenhower, Marshal Georgy Zhukov, Fieldmarshal Montgomery. Between Eisenhower and Zhukov, but one step back, stood General Patton.
Behind them and to the sides stood a number of officers of various nations.

The guards made them stop and the germans saluted. The salutes were answered and then General Patton began to speak.
"We have seen, what you have done."
When Doenitz wanted to speak up, a curt chop of Pattons hand stopped him.
"Now is not the time for you to speak. You will listen."

Doenitz nodded, fuming because he remembered Versailles, where the Germans had not been allowed to speak, too. They had been given the results and nothing more.

"We have seen what you did, and we cannot believe, that a civilized nation and its people could leave civilization so far behind. To say we are appalled ist underestimating it by several magnitudes. But now is the time for punishment. You may find the beginnings lenient, but be warned."

A general in the background muttered something Doenitz thought the language was polish, but a short bark by Zhukov and the person was silenced.

"In 1919 in Versailles you were punished for the first time. We took away some of your territory and what did we get? A second war with the number of dead at least three times higher than the Great War. We will not repeat history, we learned from it. We will restore Germany to the borders of 1914, Austria and South-Tyrolia will be added. This time you will have no reason to go to war over what you describe as stolen territory. And we will take nothing else, like patents or reparations. Your people will return to their homes. And while you do that, we will build a wall around this Germany. From the Northsea to the swiss border and from the swiss border to the Baltic Sea a wall 40 feet high will be erected. There will be openings for animals, rivers and lakes.

We will remove any non-germans and People you wanted exterminated from Germany so that when you continue your policy of extermination you will only have yourself for extermination.

You are forbidden any contact with the outside world.

Yes, we know that you need foodstuffs and at the swiss border we will build a contact point were we will deliver foodstuff and certain materials so that you do not need to starve. But no more than 100 people in all of Germany may have contact to the outside world. And this contact is definitely only about food and some other materials needed to stave off starvation. And the contact has to be absolutely minimized.

We will build the railroadsystem in such a way, that the wagons of a train will be driven onto an elevation on the swiss our side and one push will make sure that the train will coast into Germany without any person on this train. And on the german side the train will stop by a nearly equal elevation. We think that we need 10 railroad tracks into Germany to deliver enough goods. So we will build 20 railroad tracks. Ten with an elevation on the swiss side and 10 with the elevation on the german side.

You may build a fishing fleet. And in the case of a storm your ships are allowed into a harbour of another nation. But no contact except emergency is allowed. If your ship is destroyed your people are allowed to make contact and will be transported to Switzerland for repatriation.

If a foreign national ends up in Germany you are forbidden from harming him or her and you are ordered to transport this person to Switzerland for repatriation. Yes, minimal contact is demanded.
This is the decision of the Allied Powers."

Doenitz was stunned.

Marshal Zhukov rose.
"In the name of the people of the Union of the Socialist Soviet Republics: From the ranks of civilized nations I cast thee out."
Then he turned around and showed them his back.

General Eisenhower followed:
"In the name of the people of the United States of America: From the ranks of civilized nations I cast thee out."
Then he turned around and showed them his back.

Fieldmarshal Montgomery rose:
"In the name of the people of the United Kingdom: From the ranks of civilized nations I cast thee out."
Then he turned around and showed them his back.

General Jean de Tassigny rose:
"In the name of the people of France: From the ranks of civilized nations I cast thee out."
Then he turned around and showed them his back.

And then one by one the other officers followed and cast Germany out of the ranks of civilized nations.

In the end only the guards and General Patton faced them.

"Admiral Doenitz" for the first time Patton adressed Doenitz personally, "you are a student of military history. Do not forget the lesson we give you:
You stay on your side of the border and we stay on our side of the border, because if not:

Remember Carthage, which fought three wars.
After the first it was still powerful.
After the second it still existed.
After the third it was a lifeless salted area.
And we have lots of salt available."

With this words he turned around and showed them his back.

As Doenitz, Jodel, Keitel and their aides were escorted out of the building, one of the soldiers on the way out said: "You will now have your 1000 year Reich. 12 years of Hitler and 988 years of isolation."
