1938 - the New England Hurricane hits NYC instead

What if, in 1938, the New England Hurricane hit New York City instead of Long Island and Connecticut? How would the loss of America's financial center have affected the American economy, which was still in the midst of the Great Depression?
 
Heavy stone buildings would survive, and ticker-tape machines would be back up within weeks. FDR would probably call another financial "holiday" until the matters are settled. Stock exchanges in other locations would pick up the slack temporarily.

The biggest problem, would be the NYC infrastructure, especially the flooded and disabled subway/tunnel system. That would take some time to clear up.
