1922, german base opens in Odessa

In 1921-22 the Germans and the SU were discussing military collaborations thar would allow German experimentation with weaponry otherwise otherwise band under Versailles.
On the table were a base in Odessa which were to also supply naval aviation facilities. The Reichsmarine withdrew their interest and Litepsk were offered in stead. Now, what would have happended if the selection had been Odessa and the reichsmarine had stayed interested (https://www.feldgrau.com/WW2-German-Military-Soviet-Union).
German continuous work on naval aviation technology and doctrine from 1922 and onwards.
If, as I assume they would grasp the new shiny toys, how would it influence german naval thinking that aircraft could be an offensive naval weapon, and one to prepare against on the defensive?
 
The usual suspects, a air delivered torpedo, more air crew trained in maritime navigation, more capable maritime bombers.
And better reconnaisance.
How about defensively?
And armor layout?
If you plan to bomb your foes with a 500kg AP bomb, so might they bomb you back?
As I understand it, the 6 inch deck armor on KGV was selected as strong enough for a 500 kg bomb, but this amount if deck armor conflicts with German armor design tradition.
 
Cant say. Hitlers lack of planning for Britain as a opponent probably stagnates this development at the 1933-34 planning levels. So, in 1939 the naval air arm is still underdeveloped & the torpedoes at hand are a fifteen year old design and the best aircraft is still a modified He111.

Or maybe this arm gets expanded and is seen as mostly sufficient for the north sea.
Result is a weaker surface fleet and a stronger naval airforce.

Interesting. What about Italian developments around this same time frame? Germany wasn't allowed military aircraft, as I understand it, but if the work is done in foreign lands, then technickly Germany isn't in violation of the terms of the ToV? Could we see cooperation in other lands as well?

In principle it would be like subs or tanks, in 1933 they would go full speed. If they have something to offer to others is a diffent matter. More like they wouldn’t be behind I guess.
 
in Lure of Neptune it has Soviets declining to produce submarines for the Germans as it was clear violation of Treaty of Versailles and also they had concerns about German involvement with Turkey constructing submarine(s)

so guess while there was some cooperation it is always against a backdrop of suspicion and mistrust?
