1920s Austro-Hungarian Rgeency question in averted WWI scenario.

Assume Franz Ferdinand is still assasinated but WWI is somehow averted. Emperor Charles still dies in early 1920s due to health complication- who is regent for his son Otto? What do the Habsburg house rules say about such a scenario?
 
Karls health issues are probably butterflied away - he died of pneumonia most likely caused by his living conditions on Madeira.

He had a weak heart. He had several heart attacks as early as 1918 (when he was only 41 and still in Vienna). This is indicative of deep seeted health problems, probably brought on by recessive gene combinations. Seems to me he likely would have died before he was fifty even absent WWI.

But anyway, accept as a given that he dies or is rendered incapacitated before Otto reaches his majority. Who is regent then? Zita? A co-regency by a bunch of Habsburg clan elders?
 
It might prove interesting in the Regent might later negotiate the return of the Hapsburgs to Austria or Hungary.

The assumption is that absent WWI the Hapsburgs remain in power over a united, albeit increasingly shakey, empire- at least until 1926 and possibly later.

The one who famously said "I'm the Emporer and I want dumplings!"

Was considered feeble minded - hence the regency

They made him abdicate in 1848.

The Geheimes Staatskonferenz was not a formal regency, hence the Secret part of the name.

In a more formal regency, as opposed to the informal regency for Ferdinand, you'd see the mother of Otto certainly being included. The other option is Maximillian Eugen. By virtue of their position, I'd see it as a possibility that the Minister-President of the Austrian half and the Prime Minister of the Hungarian half would regularly attend and wield some influence, but it's likely that there would be a single named regent.

As Zita was far more acceptable than Franz Ferdinand's wife, Sophie, I don't really see any reason she wouldn't be named regent.

Is co-regency or a regency council an option or does habsburg custom rule that out? Must say that empress dowager Zita would fit in well with my scenario.
