By 1917 the Russians wer on the verge of suffering a major Military and Political crisis. The Balance of Power had shifted. If the war was to continue longer then Russia could easily find itself losing more territory.

You're relying on hindsight. I've tried to tell you before that if there were dozen people in the world who could forecast depth of abyss Russia was staring into, no one of them was among Russian, German or Entente leaders, as well as among prominent Russian revolutionaries. Everyone and their uncle thought by Fall 1916 that Russia (awashed with Brusilov's success and merrily preparing landing armada to get Constantinople and kick Osmans out of the war) is about to well and truly turn the tide of war to it's favour, not a hair width from deepest internal crisis.
 
But this entire treaty takes place in 1917 not 1916. Pay attention. Thus the February revolution probably took place. Within months the entire Russian front would be on the verge of collapse and the geramns would conduct the largest amphibious operation of World War I which would put them very close to St Petersburg. This proposed treaty would give everyone almost something.

Russian would see and end to the hostilities and a chance to rebuild itself. The country was falling apart and order was breaking down. True Russia would lose Poland and Liuthania but almost all of the empire that remained would be intact.

Provisional Government easily crushed attempt of Bolshevist coup in Petrograd as late as Summer 1917 IOTL. If there were two dozens people in Russia before that who understood depth of crisis, they were not decision-makers. IOTL as late as September 1917 Provisionals considered "reactionaries" to be much bigger threat to Russia than Bolsheviks.
