I guess that is because Montenegro was already a Russian satellite state at that time. Or it might be just a wish of the journal editor (though I'm not sure if the map was published as a journal appendix).
Montenegro was a long-time super friend of Russia; an older and more consistently friendly one than Serbia.
Russia probably tried to present itself as measured member of the entente who only wanted "russian land"

You don't know what "to munroify" means?
User @B_Munro is well-known on this forum to make maps with many, many annotations. The annotations are, just like in the Danish(?) propaganda map above, marked on the map with numbers and the annotation texts are in a box to the right (or under) the map. If a map is "Munroified", such annotations with the map only bearing numbers are added.
