Wilhelms first son, another Wilhelm (18 at this date and crown prince since 1888) would follow him on the throne not, his brother Heinrich.

Can't have Bismarck-era politics sans Otto. His personality and relationship with Wilhem I made things what things what they were. Besides, he had no suitably capable successor. By 1901, the SPD was legal and powerful. IIRC, the Catholic Zentrum was the 2nd largest part of they day. Given a decade or two of political development, I wonder if the assorted rightish bourgeois parties might not have solidified into one block; a German conservative (not reactionary) party.
