1900 hurricane does not level Galveston

What would have happened had Galveston not been decimated by the 1900 hurricane (or the storm is weaker)? Would Houston have become as important as it is today?

Note that the city will still be hit by future storms as in IOTL.

Galveston's growth is going to be limited in the second half of the 20th century by the fact that it's located on an island with limited room for sprawl. It's likely that Galveston evolves into the commercial hub of the region by 1950, with most of the population commuting in from Texas City. The city would decline in the 1970s and 1980s as office workers got tired of traffic on the bridges and moved their offices to the suburbs.
