1870: Kingdom of Corsica?

Could Napoleon III or his son Napoleon IV have been made King of a separate Kingdom of Corsica in 1870 following the overthrow of the Second Empire?
 
I think it would be more plausible and interesting grant Corsica to Napoleon I as a kingdom when he was defeated in 1814, instead of locking him in Elba.

I think it'd be pretty shrewd of Bismarck. Paris now has to keep an eye out to its south on the Bonapartist Kingdom that's clamoring to reclaim the mainland.

Nappy III was hardly a tyrant, especially by this point. His regeime would probably retain much of the Liberal Empire structure, as it appeared that was working to stabilize his throne prior to the war. The bigger issue is probably what this does for the Bonapartist faction (and Monarchists in general) in France proper. Republicanism was really touch and go for awhile, and given the shock of the Commune on France's political psyci (especially since this is the THIRD time attempts at a moderate Republic nearly got hijacked by extremists), I could see the Emperor or his son getting invited back to resume a monarchal role (of a reduced one)
 
Even them would not accept, it would be perceived as a thieft, Corsica is french if they took their island to make their own kingdom they would lose a lot of prestige in France, and it would mean weaknen France, I don't see them accept that.
