1613: Tsar Feodor III

Feodor Romanov (1553-1633) was a patriarch of Moscow as Filaret.
Suppose Feodor never is a patriarch of Moscow.
Instead in 1613 he becomes Tsar Feodor III of Russia.
His son Michael does not become the tsar at this time. What happens then?
 
Nothing much different from OTL - Michael I was a figurehead for his dad for good 10 first years of his reign.
 
In reality, Feodor became a de facto ruler of Russia during the reign of Michael I.
Feodor frequently transacted affairs of state without consulting Michael.
Feodor replenished the treasury by a more equable and rational system of assessing and collecting the taxes.
Feodor had the Muscovite army reorganized.
