Seems interesting, but consider using an updated basemap.

The only basemap I have that's not like this one is the Q-bam, and that's hardly a American-Civil-War era map. Where can I go to get better basemaps?

I'll look at redoing the map, and this is easily my most plausible timeline thus far, so... Odds are I'll work on this one.

The declaration of armistice in Italy on September 8th 1943 forced the government of the Independant State of Croatia (ISC) to act and open negotiations with the Allies to switch sides. Amids chaos and confusion, that was achieved on September 10th followed by a symbolic Allied landing in Split and joint attack of Partisan and ISC forces on German occupation force. The senior members of the ISC govenment agreed ISC merging with Socialist Republic of Croatia within the futre Federal Socialist Republic of Yugoslavia in return for their amnesty and life long exile into the Allied/Neutral country willing to accept them. It would take another 2 years before all of Yugoslavia was liberated and when the time came to negotiate the internal structure of the new state two largest nations, Serbs and Croats split the spoils close to what was agreed before the war. Famous warleader Tito died under undisclosed circumstances in spring 1946 during his visit to Moscow and Yugoslavia became one of the founding members of the Sarajevo Pact in 1948.

During the Cold War Yugoslav veterans performed important instructor duties in conflicts in SE Asia, Africa and Central America and drew the ire of USA on the 'little union' as Yugoslavia was known in the west. In the late '80 as the Communist world began to disintegrate Yugoslavia based on an ideology of socialist selfsustainability soldiered on. When YNA (Yugoslav National Army) interweened to prevent the colapse of communist governments in Greece and Romania CIA decided Yugoslavia as a "threat to world peace" would have to be removed.

The Yugoslav muslims and Albanian population provided fertile ground for CIA operatives to stir trouble. By the time USSR fell apart in 1992 everything was prepared for the begining of the Balkan Intifada. Guerrilla warfare soon engulfed almost a quarter of the country but the YNA counter offensive cought the CIA and NATO officials unprepared. In the first week following the uprising nearly 500 000 reservists had been called to service and YNA launched a sistematic purge of the countryside for any pockets of resistance.

Now is November 26th 1992 and the Intifada is close to being broken after a month of savage fightings in the countryside and settlements with muslim/Albanian majority. The federal district of Sarajevo looks like a warzone and much of the city has been destroyed in the battles that raged, with neither side showing any mercy. Since the conflict began the remaining communists governments in Greece, Romania and Bulgaira were toppled leaving Yugoslavia the only Communist country in Europe. While rebels bled NATO wasn't idle and amased a considerable force in Italy and Albania that is only hours from comencing the attack.

As the attack from the west looks imanent Italian minority in the west has staged an uprising hoping to free themselves from slavic barbarity. As far as the yugoslavs are concerned they ready their weapons for the battle against the "Capitalists Swines" and Despicable Turks" swearing by Tito's name on their Brootherhood and Unity.

What will future bring no one knows for sure but blood and death on a scale unseen in Europe since WWII looks certain.

Through intimate knowledge of the area ;)

Now honestly what is so bad about the borders?

Italians and Croats in Slovenia, more Serbs in Croatia, bigger percentage of Serbs in Bosnia… Coupled with the fact that the borders are generally just as arbitrary as OTL.

Seems interesting, but consider using an updated basemap.

It has been done! I've added on, too. You should find this interesting, I hope.

ITTL, the American Civil War lasts until 1868. The death of William Tecumseh Sherman at the Battle of Vicksburg leads to a lesser man leading the Atlanta Campaign and failing to capture the city, followed by the Union Army retreating to eastern Tennessee. Grant still defeats Lee and captures Richmond at the Battle of Five Forks, but Lee is left free to flee south with his remaining Confederate soldiers across the Carolinas to Atlanta, which has been chosen as temporary capital. Hard Confederate resistance in central North and South Carolina, Alabama and Georgia results in the survival of the Confederacy for nearly three more years before they are reabsorbed into the Union.

Without American pressure, the French Intervention in Mexico is successful, with French and Austrian troops reinforcing Maximillian’s grip over the country. Maximillian reorganizes Mexico more to his liking, taking a more liberal stance, angering the conservatives. The conservatives dared not speak their displeasure, however, for fear of Maximillian silencing their complaints permanently. Maximillian’s reorganization of Mexico leads to a stronger and more efficient Mexico, while Mexico’s northern neighbors watch helplessly, unable to influence these affairs due to the prolonged war. Mexico turns its eyes northward, to those territories in the Western United States, salivating slightly at the thought of reclaiming territory that is rightfully Mexican.

British North America remains fragmented, as Americans had not yet cast their eyes northward, paying much more attention to the ongoing war in the southeast.

Alaska remains under Russian control, as the American budget is strained from the war, and the United States is simply still uninterested in purchasing such an icebox.

The Union's campaign through Texas was harsh and unforgiving. After that, many Texans feel that it is unacceptable to be brought back into the United States, and start looking to their newly powerful neighbor to the south in hopes for a solution...

1868. The American Civil War is now over.

NOTE: I'm working on including the rest of the world in this timeline. Takes a bit of work to age the map by this much.

Is that a British military 'protection zone' on Persia's border with Russia?
Yep.
May I request that you list out the British monarch's titles in the way that the Czars did? Perhaps with some ridiculous claims, like how the Russians said the Czar was "Heir of Norway". Come to think of it, would anyone be willing to make a map delineating the various entities claimed by those Russian Emperor's titles?
Need to finish the map first. Lots of dominions though.
Are the Low Countries Prussian on your map!?!

Hardcore.
Yep. The Prussians got Belgium post-Napoleonic war in TTL, and then were close to the Dutch and helped them out during a revolt and one thing led to another and there was a personal union.

A post-civil war Texan insurgency?!

Yep. :p

Of course, I'm not denying that Texas got pretty beat up in the Civil War. So it's not quite an insurgency yet.

In part it's resentment of the US, in part alarm at talk of dividing Texas into multiple states. Remember, though, one of Maximillian's goals is to return Mexico to its former glory; and he's easily got the resources to do it. I won't say much more right now. Don't want to ruin what happens later. ;)

I'm trying to incorporate the rest of the world into what happens soon, so it may take me a while to turn the map into a Civil War era one.

I'm taking the blue as some form of Prussian Blue, :) so I give you (inspired by an old map of Lascupa0788, BTW),

Interesting. Very much so. Borders seem alright, but I'd look more at something like an ethnicity map the geological features to create them. Or maybe you did, but I'm too stupid to figure that out. ;)
Also "Balkan Intifada" is definately now my Phrase of the Month.
