    The British had 15 battleships in 1940, the Germans three. The French had 7 battleships of their various quality. Why would you go from a 15-3 ratio to 15-10? The Germans would get Tirpitz in 1941 closing the gap even more. This shows an outstanding ignorance of the British mindset in 1940.
