    In a really, really odd way, not issuing winter gear made some sense. If the Wehrmacht hadn't defeated the Soviet Union before the first snowfall in the Fall of 1941, they were pretty much screwed. The Reich had 1 shot, a flash knockout. We all know how well that turned out.
