    So - no Wilson presidency. U.S. under Roosevelt (or Taft) enters WWI earlier as an ally to UK, France and Russia. Constantinople is established as an Allied protectorate (in response to the breakup of the Ottomans) and ultimately evolves into true U.S. territory. Piece of cake.

    I can't see significant investment in infrastructure until after the Revolutionary War is over (consider development of manufacturies after Britain's economic controls and restrictions ended). Possibly sometime in the 1790s, but earlier is very unlikely.
