    This is easy. Spain agrees to sell it to the US in the 1850s; the Southern strategy at the time was, IIRC, to carve three states out of Cuba. Assuming the Civil War doesn't go any differently, I'd bet that the new Cuban states would be accepted by around the end of Reconstruction.
